OUR REPUBLICAN PARTY
Established in 1854 to abolish slavery, the Republica Party is proudly known as the Party of Lincoln. During the Civil War, setting the nation on a course toward the abolition of slavery, the defeat of the Confederacy, and the reunification of the United States.
Republicans led the passage of the most significant civil rights measures in American history.
● Republicans passed the 13th Amendment to the Constitution permanently abolishing slavery.
● Republicans passed the 14th Amendment granting citizenship to emancipated slaves born in the United States of America.
● Republicans Passed the 15th Amendment which guaranteed African American men the right to vote.
● Republicans passed the 19th Amendment giving all women the right to vote.
● Republicans in the US House and Senate, in far greater percentages than Democrats, passed the 1964 and 1968 Civil Rights Acts.
In the decades since, Democrats have consolidated political power in many major cities, where generations of residents have endured persistent poverty, failing immigration policy, failing schools, urban decay, rising crime, and a loss of hope—despite trillions of dollars in government spending. Thes failed policies must come to an end.
We reaffirm the time-honored core values of the Republican Party, such as liberty with responsibility, providing for a strong national defense, respect for law and justice, economic and educational opportunity, and government fiscal restraint. The Republican Party remains firmly committed to equal rights of all people, grounded in individual liberty, opportunity, and the rule of law. We support Isreal and the Israeli people.
PREAMBLE
We hold these truths to be self-evident that the unalienable rights and freedoms endowed by our Creator, set forth in the Declaration of Independence, and the Constitutions of the United States and Washington State are fundamental to the preservation of our Constitutional Republic and our American way of life.
The preservation of these rights and freedoms depends upon the acceptance of that responsibility by each individual. Parent bear primary responsibility for the moral, social, and religious upbringing of their children. Parents are expected to carry out their responsibilities for moral, social, and religious teachings. A strong family is the core for building a strong nation. We uphold and respect traditional values affecting family, including the sanctity of human life from conception to natural death, and marriage between one man and one woman.
The proper role of government is to provide for the citizens only those critical functions that cannot be effectively carried out by individuals or private organizations. The most effective, responsible, and responsive government is the government closest to the people. We affirm the principle of state sovereignty as articulated in the Tenth Amendment to the United States Constitution. Government officials must be held accountable for their actions and decisions, and elected officials should be subject to limited terms of office. As a compassionate and caring nation, we recognize that unforeseen hardship can affect anyone.
Our heritage as a nation has always been one of self-sufficiency; and therefore, we believe in giving people a hand up, not a hand-out. Government programs need to be limited to citizens that are truly in need and should not foster an entitlement society. However, America’s heritage is rooted in self-reliance and personal responsibility. We believe in equality of opportunity in our diverse society, in which each individual is empowered to reach his or her full potential, independent of race, religion, age, or gender. Individuals should be evaluated and judged based on merit, character, and performance.

The Pacific County Republican Party offers the following Position Statements:
1. ELECTION INTEGRITY
We believe in integrity of our election process is essential to our system of government, Without public confidence in election outcomes, our form of governance cannot endure. Voting rights should be reserved exclusively for U.S. citizens who provide valid identification. Elections should preferably be held at public polling places on paper ballots. Mail-in ballots should be limited to absentees only. Individuals convicted of felonies should not be allowed to vote until their incarceration and all court-ordered requirements have been fulfilled. We also oppose the National Popular Vote initiative and support its repeal.
We support including a citizenship question and believe Congressional and Legislative Districts should be apportioned based solely on the U.S. citizen population. further support the addition of the citizenship question in the U.S. Census questionnaire and that the Congressional and Legislative Districts be based on U.S. citizens. Because election outcomes, even at a national level can be determined by narrow margins, it is critical that election results are accurate and beyond question.
To ensure the level of integrity, the PCRP supports the following improvement to election procedures:
● The presence of trained and certified observers from each political party at all voting counting locations, with full access to facilities at all times.
● Preferably hand counted at the precinct level on election day; however, if voting machines are used, a comprehensive validation testing of all vote-counting machines before, during, and after use, with testing and facility standards meeting military-level requirements. We also require ballots to be received by election day, and none counted thereafter.
● Retention and public availability of all relevant voting records for a minimum of 22 months following an election, in accordance with federal law.
2. NATIONAL DEFENSE
National Defense in all of its forms is the most vital function of government, as established in our U.S. Constitution. Military strength is a cornerstone of U.S. national security. A strong military is the foundation of our national security and serves as a powerful deterrent, discouraging hostile actions by adversaries at home and abroad, reassuring our allies, and promoting peace, stability, and prosperity for the United States.
We fully support all members of our armed forces, Active Duty, Reserves, and National Guard, wherever they serve. We insist they be provided with effective leadership, adequate resources, and the necessary capabilities to successfully carry out their missions and eliminate threats to U.S. national security. We support the United States Space Force investment required to obtain

superiority in the realm of space defense and security. We are committed to support all disabled military veterans and their survivors with the provision of complete medical, educational, and financial benefits. We demand the building of the wall on the United States border to deter illegal immigration, as well as human and drug trafficking. We support all efforts to prevent foreign governments/corporations from acquiring lands near our military bases, and from acquiring any of our domestic farmlands.
3. LAW AND JUSTICE
Citizens and business owners possess a fundamental right to their freedom of conscience and religious expression. These liberties are enshrined in the Bill of Rights and reaffirmed in Article 1 of the Constitution of the State of Washington. So-called “Hate Speech” laws violate constitutional protections and infringe upon our unalienable right to free speech. We insist on the restoration of the right of law-abiding citizens to bear arms without infringement or impairment from federal, state, or local governments. Laws should serve to reduce and deter crime through appropriate punishment, including the death penalty where applicable. We support full and necessary funding for our law enforcement functions, and prosecution criminal activity in accordance with our laws. Burden of proof must always rest with the prosecution, never on the accused, and the right to remain silent shall not be construed as an admission of guilt. We affirm the United States may never permit any legal system, such as Sharia Law to supersede or replace the Constitution and the laws of the United States or those of its individual states that any person be permitted to practice Sharia Law rather than the laws of the United States and individual state governments.
4. ECONOMIC OPPORTUNITY
Free market capitalism is a proven engine for job creation; for this reason, it is imperative that the legislature and government agencies reduce or eliminate regulations that impose unnecessary intrusions and administrative delays which ultimately increase business costs and discourage investment. Successfully recruiting and retaining businesses and industries in the state of Washington requires a regulatory and economic business climate that will enable them to effectively compete at local, national, and global levels.
The continued operation of our dams plays a vital role in trade and commerce and supports employment across numerous sectors, including agriculture, marine transportation, trucking, flood control, and power generation. These facilities are critical to our economic stability and workforce. Therefore, we demand that no dams be removed from any waterways that pass through our state. We recommend focusing on nuclear energy, biofuels, hydrogen, and other advanced energy technologies. These options better align with the regions high-tech capabilities, offer opportunities for large-scale clean energy manufacturing, and support the creation of significantly more high-quality jobs. Finally, we support all efforts to strengthen America’s domestic manufacturing base by encouraging and incentivizing government and private-sector contracts with U.S. based manufacturers, as well as promoting the relocation of manufacturing operations back within our national borders.

5. TAXATION
We support a balanced budget by all levels of government and the elimination of federal debt. No government should place a tax on an estate or an inheritance. We support the elimination of property taxes. We do not support property tax rate or assessment increases especially in the case of elderly individuals.
We support limited government and reduce taxation consistent with the essential functions of government. Minimizing regulations, licensing requirements, and taxes will strengthen Washington businesses and improve their ability to compete locally, nationally, and internationally. We support the reviews of business taxation and regulatory burdens to reduce unnecessary costs and barriers to competition.
We support the thirty-dollar car tabs, as voted upon by Washington State voters. Any proposed new tax must have a clearly defined purpose and a mandatory review date or date of elimination sunset provision, applicable to both state and local taxes.
6. IMMIGRATION
We recognize that the United States is a nation of immigrants, united by a shared belief in life, liberty and the pursuit of happiness. Our country will always attract good, honest, hardworking people from around the world who seek the opportunity to build a better life. America is stronger because of the contributions, work ethic, and entrepreneurial spirit of immigrants. However, under Democratic control of the United States did willfully and deliberately facilitate the unlawful invasion and entry and settlement of tens of millions of illegal immigrants.
We are a nation governed by laws, and those laws must be respected, enforces, and upheld. Accordingly, we support comprehensive reform and enforcement of the immigration system to ensure it is legal, safe, and humane. It is in the national interest to know who is present within the United States, and no foreign national should remain in the country without a valid visa, temporary work permit, or other lawful authorization.
With the complexities of an economy based largely on multiple generations of willing immigrants with a strong work ethic, the reforms need to address, with dignity, the needs of these undocumented workers. We welcome individuals who follow the legal immigration process and support policies that help mew immigrants assimilate into American society, including learning the English language and pursuing a clean path to citizenship. We support a streamlined path to citizenship for graduates of United States universities with advance degrees and especially in a technical field.
We support immigration policies that secure the border, atop illegal immigration, and uphold the rule of law. We support policies that reduce immigrations levels, which in turn, serves the interests of American people by protecting the American worker and their wages, and try diminishing housing market pressures young adults face today. We also support the most recent legislation the “Pause Admissions Until Security Ensured “PAUSE” Act of 2025 H.R. 6225.

It is in the national interest to know who is in the United States and no foreign national should be present in the country without a visa, temporary work permit, or other form of authorization. Federal and State elected or appointed officials that are found to be undermining the security of our border or are intentionally funding illegal immigration should be prosecuted.
7. EDUCATION
Educating our young people in the truth, the whole truth, and nothing but the truth, is an essential investment in our future and is vital to preserving our liberties, prosperity, and our sovereign constitutional republic. We therefore affirm the constitutionally recognized fundamental liberty interest retained by a child’s creators (mother/father) to exercise primary authority over their children’s well-being as an unalienable right. We, in turn also affirm this right extends to choose among public, charter, private, or home-schooling options for their children’s education as an unalienable right, providing parents timely access to information regarding their children’s academic performance, curricula, and instructional materials as well as any and all information observed in a public setting regarding their children’s mental and physical health and well-being.
We support a broad range of educational pathways, including vocational and apprenticeship programs at the high school level, as well as liberal arts and college preparatory curricula. We advocate for the elimination of the United States Department of Education, with its responsibilities returned to state, country, and local authorities. We recommend tht the state establish minimum graduation requirements while leaving curriculum decisions to local school boards. We insist that local school boards retain control and operate with full transparency, providing parents with timely access to information regarding their children’s academic performance, curricula, and instructional materials.
We affirm the mastery of the English language and insist that the study of the English language be a top priority, particularly for English language learners. We insist that schools teach students history and civics with a strong emphasis on America’s founding documents, including the Mayflower Compact, the Declaration of Independence, Constitution of the United States, and Constitution of the State of Washington, The Bill of Rights, and the Federalist Papers, and respecting our great American Flag. We support teaching citizenship and its obligations, including the necessity of the citizens to be virtuous and use their liberty in a responsible manner.
We also support teaching the advantages of the free enterprise system of economics and the shortcomings and perils inherent in socialism, including socialism’s threat to our liberty and prosperity. We support compensating outstanding teachers and paraeducators in hard-to-fill disciplines with salaries that reflect their performance and skills. We insist that educational institutions provide equal educational opportunity for all students so that they can reach their potential in a safe environment free of inequitable treatment.
We accordingly oppose programs such as DEI (diversity, equity, and inclusion) that undermine the student’s ambition, foster racial and ethnic division, or place students and staff in an unsafe or unjust conditions, environment or situation. We also oppose programs that promote or glamorize

unsafe behavior, such as sexual experimentation or promiscuity or the use of mood-altering chemicals, as well as unsafe and unfair competition: specifically, boys on girls’ athletic teams. We affirm a students’ right to privacy and therefore oppose any policy that allows boys to enter girls’ restrooms or locker rooms and all private spaces. We oppose the promotion of irreversible or surgical gender interventions in schools under the guise of gender-affirming care. any promotion of gender mutilation in schools masquerading as “gender-affirming care.”
We support the use of standard English and therefore oppose the use of preferred pronouns, pseudonyms, or aliases that affirm a deceived student’s belief that he or she is a different sex or animal. We oppose the display of flags in educational facilities other than the flag of the United States or the State of Washington. Finally, we oppose the assumption of student loan debt by the government.
8. HEALTH CARE
A healthy nation depends upon country can only arise from a healthy citizenry, so good health care is therefore, access to quality health care is essential to the well-being and stability of our society. The COVID-19 inoculation is gene therapy containing mRNA that has caused innumerable severe adverse side effects; we therefore recommend terminating required/mandated COVID-19 inoculations. We oppose mandatory COVID-19 inoculation requirements and support terminating any government or employee mandated COVID-19 vaccination policies, Individuals must retain the right to make informed medical decisions without coercion.
We support wellness programs that emphasize education on nutrition, physical fitness, and healthy lifestyles, including education and information on nutrition and exercise. The treatment of chronic disease should prioritize prevention and personal responsibility alongside appropriate medical care.
We support legislation to ensure medical decisions are made by the patient in consultation with the medical provider of the patient’s choice. Free from control and not controlled by insurance companies and government agencies, medical insurance or government. We support the use of private healthcare insurance providers, transparent pricing, self-pay options, tax-free health savings accounts, limiting healthcare provider liability, and the ability for individuals and businesses to purchase health insurance across state lines allowing individuals and business owners to seek health insurance across state lines to reduce health care costs. We support legislation that encourages competition and encourage health insurance companies to enter and remain in the Washington State market.
We support legislation exempting primary caregivers from jury duty for as long as their full-time caregiving responsibilities are required.
We support funding medical research grounded in sound science. We support repealing the Patient Protection and Affordable Care Act (Obamacare). We further insist that medical personnel who were terminated or resigned due to their refusal to receive COVID-19 inoculation be rehired.

We oppose granting health departments the authority to impose health directives on the public. We oppose the quarantine of any healthy individual, or any testing, masking or vaccination exemption in such quarantine. We oppose mandates requiring citizens to wear masks or to undergo experimental medical treatments or inoculations.
We oppose socialized medicine in which government agencies make health care decisions on behalf of patients, rather than patients working with their chosen medical providers. We also oppose mandated or single-payer health insurance systems, with the exception of Medicare.
We oppose the use of taxpayer funds for abortions or for organizations that perform abortions. We oppose irreversible medial or surgical gender interventions for minors under the label of “gender-affirming care.” We support that minors from birth to age 18 who experience gender dysphoria receive counseling from qualified medical and psychological professionals, with full knowledge and direct involvement with parents. We oppose the administration of gender-altering medications or pharmaceutical agents, including hormones or hormone blockers, to individuals under the age of 18.
9. ENERGY
We are committed to developing new and upgrading existing energy facilities and protecting the national power grid from threats such as electromagnetic pulse (EMP) events. The rapid pace of technological development demands we remain on the leading edge of innovation and science. We must provide a nurturing environment for new technologies. We support development of research and technologies unfettered by government regulations, which are unsupported by sound scientific reasons. As technology continues to advance at a rapid pace, it is essential that we remain at the forefront of innovation and scientific progress. Achieving this requires a regulatory environment that encourages research and technological development and avoids government restrictions that are not grounded in sound science.
We are also firmly committed to U.S. energy independence and in expanding economically viable, clean energy sources, including nuclear, hydroelectric, bioenergy, hydrogen, wind, and solar coal, oil, or natural gas. Pacific County electricity is amongst the most affordable in the nation and low-cost energy has been a major consideration for businesses locating in our region. Maintaining an adequate, reasonably priced energy supply is essential for economic growth and competitiveness.
With an abundance of affordable, non-fossil electricity, Pacific county’s greenhouse footprint is also among the lowest in the nation. We also support increased investment in safe nuclear energy for baseload clean electric power including the use of the Hanford Site for the demonstration and commercialization of small, modular nuclear reactors, reprocessing spent nuclear fuels, and long-term storage/disposal of nuclear waste.
We support Washington State’s statutory inclusion of nuclear and hydroelectric energy as “clean energy” sources. We oppose the imposition of a carbon tax, such as was proposed by two state-wide initiatives in 2016 and 2018, and which were rejected by voters, and we oppose the so-called

“green new deal”. We oppose any legislation that restricts the manufacturing or the purchase of natural gas, diesel, or gasoline-powered appliances or equipment. We oppose the installation of additional windmills.
10. AGRICULTURE
General agriculture and viticulture are (cornerstone) industries and major employers in Washington State. We recognize their importance to the general economy and strongly their retention and stability. We support realistic reasonable regulations of agricultural practices and expect all regulations governing the use of herbicide, pesticide, and fertilizer applications and field burning to be based on proven need and valid scientific evidence. Our Washington state’s agricultural products should have open and fair access to competitive access to domestic and international export markets.
We advocate for a balanced approach to environmental policy that fully considers, taking into consideration the economic impact of environmental concerns and water rights on farming, forestry, property rights, and other commercial activities. We recommend that Washington State fund a study to determine the effectiveness of farming and crop production as a means of carbon capture to reduce the carbon footprint on our state. We oppose the sale of Washington State farmland and other means of food production to interests representing foreign governments and their affiliates.
11. TRANSPORTATION
Washington State must maintain a transportation system that is safe, efficient, and economically sustainable. We support the continued improvement of our roadways, waterways, and growth of the Ports and their services, including railroads. Pacific Transit System should operate more efficiently with better fiscal responsibility and accountability.
Ports and Marine Infrastructure The Ports of Pacific County: Willapa Harbor, Peninsula, Ilwaco, and Chinook, are key hubs for freight, marine commerce, and economic activity. These port districts support marine cargo, commercial fishing, tourism, and infrastructure development, all of which rely on transportation linkages by water and land. Continued investment in port infrastructure supports local and regional supply chains.
Other Transportation Initiatives) Federal and state funding supports smaller local projects tied to tourism and transit. Recent grants aim to enhance Lewis and Clark National Historical Park transit services and develop a park-n-ride facility in Ilwaco to reduce congestion and support local transportation options.
We support the continued improvement and maintenance of roadways and the expansion and modernization of ports and their associated services. These assets are critical to economic mobility, and regional economic growth.

12. ENVIRONMENT AND NATURAL RESOURCES
We support the promotion of cost-effective conservation techniques and technologies, along with continued examination of alternative energy opportunities. A balance can and must be achieved between economic viability and the need for a healthy and unpolluted environment. The rights of private property owners are paramount and must be protected from government regulations and eminent domain.
We support returning most of the federally designated land back to the sovereign states. We endorse the use of sound honest scientific, economic, and engineering principles in the analyses of, and solutions to, environmental problems. We encourage a wide range of economic incentives and disincentives if they are consistent with a strong preference for market-based solutions, small government, and personal responsibility.
We encourage responsible environmental conservation and regulation decisions to be made in the context of the many other important state and national priorities including economic development, national sovereignty, and national security. We support the enhancement of existing water supply availability, increased private sector funding, and construction of new and renewed water supplies.
We support returning the majority of federally designated land to sovereign states.
We endorse the use of sound, honest, scientific, economic, and engineering principles in the analysis of environmental challenges and in the development of practical solutions. We encourage the use of economic incentives and disincentives when they align with strong preference for market-based solutions, limited government, and personal responsibility. Environmental conservation and regulatory decisions should be made in the context of broader state and national priorities, including economic development, national sovereignty, and national security.
We further support expanding water supply availability through enhancements to existing systems, increased private-sector investment, and the construction and renewal of water infrastructure to meet current and future needs.
